The chatroom is fully functional, the problem that you are encountering is a very simple one - it is used rarely.
What I can suggest, is that if you do know someone that is registered with the site, then you could ask them to login at a certain time.
The chat room has been neglected by myself for some time. I have had some thoughts as to how to attract more people to use the chat room. The most obvious being a status bar that shows how many people are logged into the chatroom. This may decrease frustrations.
